Heat the wok until almost smoking and add the oil, the dried chilies and the Sichuan peppercorns - make sure you. In a large bowl, stir together mayonnaise, sour cream, salt, pepper, and paprika. Once potatoes have cooled slightly add to the bowl with the mayonnaise mixture. Stir in celery, green onions, pimentos, and bacon. Check for seasoning and add more salt if desired. Set burner to high and bring water to a boil. While the potatoes are cooking, whisk together the mayo, sour cream, hot sauce, sugar and black pepper.
